Hello and welcome to the forum jonfphall. From the photo and description of the symptoms, it does look like an upper respiratory tract infection which has infected the sinus under the eye of the pekin boy. The most common respiratory infection which fits would be mycoplasma gallisepticum. This bug infects the soft tissue around the nostrils, throat and eyes causing irritation, inflammation, snicking, head shaking amongst other symptoms.
This is a highly infectious disease that can lay dormant for some time, then, in times of stress becomes symptomatic. Treatment is by antibiotics which treat the symptoms and go some way to preventing opportunistic bacteria and the disease being too entrenched, developing more of a chronic respiratory disorder.
Of course this would need a consult by a poultry friendly vet, who would then suggest the best course of action
