Pekin broodiness?

Is there a difference between liking to sit on eggs and being broody?
I now have two pekins that cry when you take the eggs away and try to roll them back underneath themselves. Neither are particularly bad tempered, and I thought they would be if they were broody.
After a few minutes they give up moaning and go back outside with the others. The other two just lay and leave.
What do you think?
 
Edging toward broody but not really there. Most of my Pekins are never nasty when broody. They just make a lot of noise and burrow down. But they most definately sit tight once they are. No getting off after half an hour or anything.
