Is Vaseline safe for Quails?

Our Izzy (little chinese painted quail) is getting a lot of unwanted attention in terms of being feather pecked and antipek doesn't work?

Is Vaseline safe to use on quails?

I was thinking back of the neck, i think the male is being a bit too much into this one hen, but he has three others to choose from. XD
