Sexing Italian Quail

Our Italian Quail are now three weeks old and all look like girls with dark cream spotty feathers there are no signs of any brown heads yet. I have a sneaky suspicion it is not that simple. Does anyone have any tips for us or is it just a waiting game to see what we have?

look at their vents - males should be more protruding ... and will eventually make "foam" (from about 5-6 weeks)
 
We got very confused at first and I couldn't tell by their vents. Basically it's the spots on the girls' chests. By 4 to 5 weeks if they're spotty then they're girls, the boys don't have the spots.
