Mystery Cockerel

Hi, I live in France, and was recenlty given a strange looking cockerel by a neighbour.
She cannot remember the name of the breed, but she tells me that he is rare.
Can anyone help me identify him?
He's black with a blue tinge to his feathers. Has a hook on his beak. Bald red neck and part of his breast. He looks like he's wearing a black wig on his head! Looks a bit like Adolf if it wasn't for his beautiful eyes.

Are the neck feathers missing because of a moult, or is he always like this?

Naked Necks have :? ummm well, naked necks!

As for the hook on the beak - that doesn't sound right (but I may be wrong) It might be his beak has grown as he can't wear it down enough the way he has been kept. You can trim it to help him but I'd need to see a close up photo to be sure it's in need of a trim.

Any chance you can post a photo?

He's naturally naked!
Yes, I think he is a naked neck. I managed to find some photos on the internet.
