Just pulled up flags that were laying on soil,cl very hard and compressed, now my garden is just hard soil were flags have been pulled up and ducks either stay in cage until gardens done or can be let out onto soil that was below flags, I no they love digging and muddling away through soil is this ok got them to do in the soil that was below flags or should I keep em off it??? Thanks

I don't think the ducks will mind! 
However, it may turn the soil rather muddy and cause problems due to drainage. Maybe you could put woodchip down as a base? At least you can dig that up and replace if need be.If you can sort a soakaway or can empty their pond away from their run it would help a lot.

It's hard to say without knowing what was under there. I would be tempted to get the soil tested for nasties first, but if you are pretty certain that there is nothing bad under it then it should be fine. They will get in an absolute mess if it get's wet though, and they will LOVE it!
