They're still quite young and have quite a lot of growing to do - the combs will probably take another 4-6 weeks at least to become more prominent and begin to go red. They sound quite typical for pullets that age, in fact that's what i would look for in a bird that the seller told me was about 16-18 weeks. As it'll be the end of October before they're likely to grow big red combs, it's possible they may not lay this year, and may hold off until the Spring. but here's hoping, you may be lucky, and even if they don't, they'll have plenty of time to develop naturally and will be the better for it in the long run.
