I heard yesterday that the NHS has a vast number of outstanding claims for negligence. If, for example, I tripped over a paving slab on a hospital walkway I would feel an idiot for not looking where I was going. The thought of suing the NHS would be ridiculous.
But maybe not if the paving slab was sticking up, you broke your arm and either lost money at work or had to pay for someone to come in and help you at home.
I thought most of those claims were for "medical" negligence - our local Health authority is in special measures because of appalling maternity care.
Who was being fed from the feeders BYM? Presumably they were fairly easily portable ...
When people see things "left" in fields they often think they don't belong to anyone because they've been abandoned or dumped. FArmes used to be able to leave large implements even tractors in the fields overnight but now they risk having them nicked.
