Hello Geckodan. Does your friend want Cou-nu, which is the French bred version of naked neck. Or do they want the native Romanian (Transylvanian) variety?
Cou-nu (neck-naked) come in three colours. The black and brown are 'industrial' birds and the white is the show strain. They are large birds, sometimes referred to as Turken in the UK (turkey /chicken cross which is genetically impossible apparently). The TNN's are only in the UK, Romania and one place in France (us here) to my knowledge. Generally Europeans hate the sight of them. Our local French breeder of very long standing has never seen one.

I was going to suggest asking on the Italy Angloinfo site, but I've looked and it doesn't cover the South. We have poultry markets here in the large towns where breeders sell off stock. Perhaps they have the same in Italy? Download a photograph and asking there might be the route to take. The French Cou-nu has a feather ruff in the middle of the neck and the point-of-lay commercial birds sell for about €10 each.
